Historically, the Brotherhood has consisted of only the player characters, potentially with one or two NPC of minimal importance kept far away from the main characters and the main plot. After discussing this approach in the LD, we've decided to change things up, and given the composition and numbers of the Brotherhood a great expansion.
The Brotherhood's numbers have been expanded to include roughly fifty non-player Sith characters. By our reckoning, this places the Brotherhood firmly in between the 30-something One Sith and the several-hundred strong New Jedi Order. These extra members can and will appear at GM leisure, and unfortunately for them are free to die as the GMs require. GMs are welcome to use them to make the Brotherhood and galaxy feel more fleshed out and large, and give a stronger sense that there are more individuals than the players actively influencing the course of events in the galaxy.
We've compiled a document containing a number of these NPC Sith, detailing name, physiological details, their Basic Path, and their Advanced Path. Some of them has also been given personalities, but the others are blank slates free to be fleshed out however you desire (though we'd appreciate it if you let us know so we can add in their personalities).

Note that all Acolytes are currently in reserve until we have an Acolyte player to head up that path. Inquisitors, whilst they lack a player character to lead them, are lead by a new Shadow Guard NPC Master, Darth Percontor, who will be happy to relinquish the leadership position when the time comes.
