The space-based fighting arm of the Obsidian Union’s Federal Military, the Stellar Navy is responsible for the command, maintainence and operation of all of the Obsidian Union’s warships and spaceborne combat vessels. As with most of the Federal Military, the Stellar Navy is notably inferior in equipment, numbers and resources to the Galactic Alliance Navy, and as a result focuses on being more adaptable than its counterpart, with a greater emphasis on ad-hoc structures and broad definitions for the number of vessels within its Order of Battle. Whilst the majority of the Stellar Navy’s heavier warships have been stolen or brought over from the Galactic Alliance by defectors, donated to the Union cause, repaired or brought out of retirement, most of its lighter warships are produced by the few shipyards under Union command, with a particular emphasis on the production use of the Tartan-class Patrol Cruiser. Commanded by the Grand Admiral of the Stellar Navy (assisted by Naval Command), the Stellar Navy’s duties involve the transport or other branches of the Federal Military, combat operations against the Galactic Alliance and other hostile forces, and providing security to the Obsidian Union’s member worlds.

1.0 – Organisational Structure
1.1 – Order of Battle
• Command (one ship): The basic building block of any Navy, Command refers to an individual starship of a classification less than Star Destroyer (under the Anaxes War College system, which defines a Star Destroyer as a vessel of length 1000 meters or more), and in informal terms is used to refer to individual starships of any classification. The senior-most officer aboard any Command is the Captain, assisted by a Lieutenant Captain.
• Senior Command (one ship): Whereas a Command is any individual starship below the classification of Star Destroyer, a Senior Command is any individual vessel of Star Destroyer classification or above, including Star Dreadnought. Senior Commands are the responsibility of a Senior Captain, with a Lieutenant Captain serving as their Executive Officer.
• Flagship (one ship): Though the term “Flagship” refers only to a single starship, Flagships differ from Commands and Senior Commands in that they are defined as “the starship used by the commanding officer of an organization of ships”. As a result, the actual ship defined as a Flagship is often subject to change, such as if the current Flagship is destroyed or the commanding officer transfers to another ship.
• Civilian Escort Group (five ships): Currently consisting solely of the 1st, 2nd (Hunter-Killer), 3rd and 4th Escort Groups, Civilian Escort Groups are charged with the protection of merchant convoys, important civilian vessels or processions, and various other civilian space presences that have been given high enough priority to warrant military protection. 1st, 3rd and 4th directly escort their targets to protect them against hostile forces (typically pirates preying on merchant fleets); the 2nd (Hunter-Killer) Escort Group, meanwhile, indirectly supports civilians by locating and destroying unaffiliated pirate groups operating within or preying on Union space.
• Naval Battle Group (six ships): A fairly unique formation within the Stellar Navy (and one brought on by necessity), Battle Groups (informally referred to as Escort Groups) consist of, on average, a group of five vessels accompanying a powerful flagship on the level of an Imperial-class Star Destroyer or above. As the Union lacks significant numbers of vessels on or above the level of power of an ISD (as opposed to the Galactic Alliance or Imperial Remnant), the Battle Group formation was established to complement and protect these vessels (the number one priority for all escorting vessels in case of retreat or defeat is to cover the flagship’s escape). The composition of a Battle Group varies according to the class of the flagship; Imperial-class Star Destroyers (or vessels of comparable power, such as a Nebula- or Turbulent-class Star Destroyer) and Battlecruisers are typically escorted by two Medium Cruisers and three Frigates, Light Cruisers, or Gunships (and are referred to as Heavy Battle Groups, or HBGs); Dreadnought Battle Groups (DBGs) consist of the Flagship (a Star Dreadnought), two vessels comparable in power to an ISD, and three vessels of any lesser class. All ships answer to the Commanding Officer of the Flagship.
• Flotilla (average of one-to-twelve ships): The most flexible and undefined level of organization within the Stellar Navy, a Flotilla is, typically, any group of ships below Squadron size, including specifically assigned Escort Groups. Flotillas are usually assembled for a specific purpose, often as a detachment from a parent Squadron or Systems Force. Whilst Flotillas usually cap at 12 ships, it is not uncommon for the size of a Flotilla to exceed this number, usually to an absolute maximum of 22. A flotilla is typically commanded by a High Captain, with the Captain or Senior Captain of the Flagship assisting him.
• Squadron (twelve or more ships): The smallest independently operating unit within the Stellar Navy, squadrons consist of a minimum of 12 ships with a theoretical upper limit of 60, depending on the composition of the starships within a squadron. In contrast to the Imperial Navy, there is no set configuration for a Squadron; instead ships are assigned or transferred from a Squadron as necessary, to better suit the squadron’s objectives and mission profile. Squadrons are commanded by a Rear Admiral, assisted by the Captain or Senior Captain of the Flagship and often assisted by a Lieutenant Captain.
• Systems Force (four or more squadrons): Comprised of a minimum of four squadrons, a Systems Force mirrors the Systems Forces of the Imperial Navy in that they are the parent command in charge of multiple squadrons operating across a large region of space comprised of multiple star systems. Systems Forces are commanded by a Vice Admiral.
• Fleet (three or more squadrons): The largest force typically deployed in operations, a Fleet consists of three or more Systems Forces and is an extremely large grouping of vessels deployed to a large region of space, usually of sector size or above, in order to carry out operations through the deployment of Systems Forces and Squadrons. Furthermore, in instances of large-scale combat with enemy forces, a fleet is the most likely unit to be deployed to engage. Fleets are commanded by an Admiral, assisted by the Vice Admirals commanding the Systems Forces within the Fleet.
• Battlefleet (three or more Fleets): Less of an organizational term than an administrative one, a Battlefleet is the largest structure within the Stellar Navy, referring to a force that consists of three or more Fleets. Unless the number of ships required for an operation is extremely high, Battlefleets are never deployed entirely to an operation; rather, they are deployed to a region of space, such as a large grouping of sectors or even an entire region of the galaxy, and serve as the central command for all ships operating within that region. There are seven Battlefleets within the Stellar Navy, each commanded by one or two High Admirals answering to the Grand Admiral of the Stellar Navy.
1.2 – Ranks
• Cadet: The term used to refer to members of the Stellar Navy who are still in training and have not yet graduated from a Naval Academy to become active members of the Navy.
• Ensign: The entry-level rank for the Stellar Navy, Ensigns are responsible for the general operations of a ship, fulfilling a wide variety of roles from maintainence and repair, to operation of weapon emplacements, to engine operation.
• Chief Ensign: On smaller ships, single Chief Ensigns are responsible for the organization of ensigns aboard ship. On larger ships, multiple Chief Ensigns are assigned to organize and manage groups of Ensigns aboard a ship, and answer to a Junior Lieutenant.
• Master-at-Arms: Responsible for a ship’s disciplinary and security measures, the Master-at-Arms of a ship is usually assisted either by Ensigns acting as marines or members of the Stellar Marines branch of the Federal Military. The Master-at-Arms and their subordinates’ duties include protecting the ship against hostile boarders if no Stellar Marines are present, investigating and punishing crimes aboard a ship, securing weapons and munitions, and assigning security details.
• Junior Lieutenant: The entry-level rank for graduates of the Liannan Naval Officer Academy, Junior Lieutenant is the lowest Officer-rank aboard a ship. Junior Lieutenants are responsible for managing the crew aboard a ship as well as comprising the majority of the bridge crew of a warship. In some cases they also act as assistants to Senior Lieutenants or Lieutenant Captains. Junior Lieutenants usually answer to Senior Lieutenants.
• Senior Lieutenant: Senior Lieutenants manage and organize the Junior Lieutenants aboard a vessel – including those aboard its bridge – and comprise a small portion of that vessel’s bridge crew. Additionally, they handle almost all notable positions of authority throughout the ship, such as Chief-of-the-Deck, Chief-of-Engineering or Chief Communications Officer. Informally, the term “Lieutenant” is used to refer to all of the officers on a ship save for the Captain.
• Lieutenant Captain: The Executive Officer of a ship, Lieutenant Captains assist the Captain or Senior Captain and serve as his second-in-command, usually with the responsibility of actively managing the rest of the officers and crew in the Captain’s stead. In the event of the Captain’s death or incapacitation, the Executive Officer is first-in-line to take over the command of the ship.
• Captain: The individual charged with the overall command and operation of a starship of designation below Star Destroyer. Becoming a Captain is considered a milestone in an officer’s career, regardless of whether they are a Senior Captain or not. Officially, all Captains within the Stellar Navy are supposed to be treated equally regardless of the classification of their Command, but informally the power and influence a Captain wields among the rest of the Stellar Navy is determined by the size and power of the vessel under their command.
• Senior Captain: Senior Captains are responsible for the overall command and operation of a starship of Star Destroyer designation or above, including Star Dreadnought. As with Captains, the size and power of a Senior Captain’s starship directly determines the level of power and influence the Senior Captain possesses; the Senior Captain of a Venator-class Star Destroyer, for example, would unofficially be subordinate to the Senior Captain of an Imperial-class Star Destroyer.
• Flag Captain: Officially more of a position than a rank, the Flag Captain is the Captain or Senior Captain in command of a Flagship, charged with both commanding their ship and assisting the ranking officer in charge of the Force. In case of the ranking officer’s death or incapacitation, the Flag Captain is the next in line of the chain-of-command and assumes their duties immediately.
• High Captain: High Captains command a Flotilla and are responsible for the overall command and operation of the vessels within that Flotilla. High Captains are among the most independent of force commanders within the Stellar Navy; as Flotillas are usually assembled for a specific purpose, many High Captains bypass much of the chain-of-command altogether and take their orders directly from an Admiral or High Admiral.
• Rear Admiral: Rear Admirals are charged with the command of a squadron of warships from a Systems Force. In certain situations, Rear Admirals may also take command of more than one squadron at a time, such as if another Rear Admiral is killed without an immediate replacement being available.
• Vice Admiral: Vice Admirals command a Systems Force, responsible for both the Systems Force as a whole and, to a lesser degree than Rear Admirals, the Squadrons within that Systems Force.
• Admiral: Admirals command a Fleet, usually acting more in administrative roles when engaged in extended operations involving the deployment of multiple Systems Forces and Squadrons. When the entire fleet is engaged in large-scale combat operations, Admirals take personal command of the entirety of their Fleet, and usually the heaviest warship available as their flagship.
• High Admiral: The nine High Admirals of the Stellar Navy are, individually or in pairs, each responsible for one of the Union’s nine Battlefleets. Consequently, they are responsible for the entirety of the Stellar Navy’s operations in a specific region of space. Additionally, the High Admirals form an advisory council for the assistance of Grand Admiral.
• Grand Admiral of the Stellar Navy: One of the few high-level military positions not restricted to a member of the New Sith Brotherhood, the Grand Admiral commands, administrates and organizes the entirety of the Stellar Navy. Additionally, the Grand Admiral takes personal command of the Navy’s flagship, the Executor-class Star Dreadnought Righteous Fury. The current Grand Admiral of the Stellar Navy is Kana Kuran.
2.0 – Battlefleets
2.1 – Union First Battlefleet
Along with the Second and Third Battlefleets, First Battlefleet is one of the three primary offensive Battlefleets within the Stellar Navy. In contrast to Second and Third, First Battlefleet is the most flexible and decentralized of all Battlefleets, deploying as needed, wherever they’re needed. High Admirals Jensen Halos and T’ianna Mora command this Battlefleet.
2.2 – Union Second Battlefleet
The smallest of the Union’s three offensive Battlefleets (and the smallest Battlefleet overall), Second Battlefleet, whilst it does participate in operations against the Galactic Alliance and Imperial Remnant, is primarily concerned with military action against non-military entities such as pirates and gangs, independent sectors, private militaries, and sectors cut off from the assistance of galactic powers. High Admiral Elsin Pimmelolymp commands this Battlefleet.
2.3 – Union Third Battlefleet
The largest and most powerful of the Union’s Battlefleets, Third Battlefleet is the primary offensive Naval Force within the Union and conducts the majority of military operations aimed directly at the Galactic Alliance or Imperial Remnant under the command of High Admirals Cale Selanno and Banol Waver.
2.4 – Union Fourth Battlefleet
Charged with the defence of Hutt Space, Fourth Battlefleet is notable in that (due to the area it defends) a major portion of the Battlefleet is comprised of ships constructed, provided, and crewed by the Hutts. Additionally, whilst the Battlefleet is commanded by Arek Rhane, the Hutts have provided the Navy with a representative of the Hutt Clans to serve as the High Admiral’s advisor.
2.5 – Union Fifth Battlefleet
The second largest of all Battlefleets, Fifth Battlefleet is tasked with the protection of all Union territory, resources and and civilians within the Stygia Region, operating directly from the Federal Military headquarters on Yaxon VI. Though a defensive fleet, the threat posed to the Union from the Alliance planets along the Hydian Way (including the Corporate Sector) and Salin Corridor means that the Battlefleet sees frequent offensive action against these targets, usually in the form of skirmishes and raids. Arnis Crescent commands this Battlefleet.
2.6 – Union Sixth Battlefleet
Sixth Battlefleet is charged with the defence of all major blocks of Union territory outside of the Chiss Ascendancy, the Greater Stygia, and Hutt Space, with the majority of its forces being concentrated on the sectors between the Union-held regions of the Perlemian Trade route and the Ash Worlds and Quarren Space Sectors. It is also maintains military presences in many isolated Union worlds, such as Centares, Codia, and Uba IV. High Admiral Khaylia Denive commands this Battlefleet.
2.7 – Union Seventh Battlefleet
The second smallest Battlefleet, Seventh Battlefleet is the Navy’s Primary Reserve force. Ships in this Battlefleet are typically assigned to one of several locations within Union Space where they await reassignment and deployment to other Battlefleets as they are needed, their crews kept ready by frequent drills. Ships in this Battlefleet are often used to provide members of the Liannan Naval Academy with live experience on a warship as part of their training, and ships that have been deemed too badly damaged for use in another Battlefleet and sent in for major repairs are often temporarily assigned to the Seventh. As a result, the Battlefleet has a poor reputation amongst the members of the Stellar Navy, and has been nicknamed “Lucky Number Seven”. High Admiral Marama Farwell commands this Battlefleet.
