His oblong face looks Human, quite possibly an Arkanian offshoot, although it appears a bit more angular. He has a defined slightly broad jaw, with an almost bulky brow, which complement his somewhat triangular nose which appears so from the front and side, as well at closer inspection it appears the skin of it is grafted on from quite possibly a burn."
Personality: "His face gives a blank stare which makes it look as if he's thinking of nothing or thinking everything. His voice is almost monotone as if he has not learned how to properly communicate inflections or use proper emotions. Yet out of all this his personality speaks for itself with an almost commanding presence. His eyes seem to constantly follow and lock on with little blinking. He does appear to be confused as well as hesitant when asked questions, as if we don't already know things about him. Could be suffering amnesia. When left alone while being in an observed chamber for extended periods patient seems to grab head in pain and look up dazed with an unsure look before resetting to a normal demeanor."

An Arkanian mad Scientist wanted by the galaxy as a criminal decided to create a working force user through the use of body parts and fluid exchanges. Horatio is the first fully working version outside of the prototypes that is strong in the force, but might fall apart at the seems, maybe... probably. I'll figure that part out.
