Halcyon Private Defence Services
“We’re not mercenaries, or dogs or war. We’re an army beyond the concept of a nation - loyal to ourselves, guided by our consciences. Our desire to do what's right.”
Director: Darth Ares
Emblem: The Sword of the Stars
Strength: ~50,000 active army personnel, ~300,000 assorted fleet personnel and marines
Motto: Your first line of defence (public); "We are the watchers on the walls" (private)
Halcyon Private Defence Services is a rapidly-expanding private military contractor, with operations centered in the Outer Rim and reaching as far Coreward as the Expansion Region. Founded after the Dark Nest Crisis, Halcyon struck early success through its partnership with the Ciutric Alliance; since then, the PMC has only grown in size, influence, and effectiveness. Initially a controversial organisation due to its public, though not advertised, founder, the Sith Lord Darth Ares, Halcyon's rocky early period is gradually given way to growing trust and support throughout the Rim.
Halcyon's strategic doctrine emphasizes flexibility, rapid-response, and surgical effectiveness over the conventional clash of armies. Halcyon forces are typically deployed in smaller numbers than most militaries; the backbones of the Halcyon fleet, the Gozanti and YZ-900A starships, emphasize this fact. This is in part a pragmatic move; the poor economies of many Outer Rim planets make large forces prohibitively expensive, leading to a focus on maximising results while minimising resources.
Unusually for a PMC, Halcyon also possesses a strong philanthropic side that has helped separate it from the many other mercenary groups, savoury and unsavoury, across the Outer Rim. These efforts usually benefit Halcyon in some way, but substantial goodwill is being built in how this side interacts with Halcyon's regular operations. For instance, in several cases Halcyon has taken payment from a poor colony by tapping a rich ore or mineral vein on the planet, harvesting it until the colony's debt is repaid, and then leaving the tools and machinery ready for the colony to use. Other philanthropic activities include numerous charitable donations and the continuing support of several other foundations.
Of course, none of this can ultimately distract from many Rimmers' biggest concern with Halcyon: it's Union affiliations. Halcyon has made no secret of its ties to the Union, or its leader's membership with the New Sith Brotherhood. Indeed, many of Halcyon's most lucrative contracts have come from the Union or Union member worlds, and it has worked side-by-side with the Union military on several occasions from wargames to active combat. But in the increasingly Unionised Outer Rim, these concerns are diminishing, and Halcyon's reputation is growing and growing more positive. Halcyon's future, it seems, is becoming inseparably linked with that of the Union.
